The Pixar reviewers said the taming collar concept made it very difficult to like the city of Zootopia given that it was willing to treat a portion of its citizens this way. The creative team at Disney Animation Studios thought the collar would be a key plot device in the world of Zootopia, however, when they showed some of their early screenings to Pixar, they received rather negative feedback. In addition, the collar is designed so that once it is attached to a predator, it can only be unlocked by a special key held by medical personnel and the police. The problem with the collar is that the original story showed that it simply monitors elevated physiological changes in the predator wearing it, but can't tell whether the changes are caused by anger/aggression, joy/excitement or fear/panic and it shocks regardless. It has a light that changes color depending on the wearer's emotional state: green meaning calm and/or relaxed, yellow (the warning color) when they are agitated, and red (the color that initiates the shock) when they are too emotional. Mandatory for all predators, tame collars were made to keep predators from acting out of aggression and potentially hurting prey animals by shocking them when they became enraged or overly emotional.
